The caretaker chief minister of Punjab has announced this on X about the launch of Driving License Information Management System (DLIMS) 2.0 to make it easy for Punjab citizens. The system will allow them to apply for their Learner’s License online while sitting at home through the Punjab Police application. However, the traditional process of applying for it will remain in place and whoever wants to apply through the traditional way can visit the nearest police station or Khidmat Markaz.

Syed Mohsin Raza Naqvi, Caretaker chief minister has launched a new system with the help of the Pakistan Information Technology Board (PITB) known as Driving License Information Management System (DLIMS) 2.0. The system enables citizens to apply for their license online through the Punjab police mobile application or the DLIMS website.
DLIMS 2.0 Application Procedure
To apply for a learner’s driving license through driving license information management system (DLIMS) 2.0, you can follow the steps written below;
- Go to the website of DLIMS 2.0 https://dlims.punjab.gov.pk/register.
- Register yourself by providing your Name, CNIC, mobile number, and gender.
- Once your account is created, you can access the portal and application form.
- Fill out the application form with accurate information.
- Provide the required documents in the format the website has asked for.
- Generate payment slips and pay the amount through ATM, Mobile Banking Channels, or Online Banking.
- You are advised to follow the same procedure in case you are applying for your license through the Punjab Police mobile application.
- Within 42 days of applying for a learner’s license, you are required to pass the initial theoretical and then practical tests to get a permanent driving license.
What are the Documents Required for Applying in DLIMS 2.0?
The following documents are required for applying for driving license information management system (DLIMS) 2.0:
- Passport-size picture of the person applying for driving license.
- Scanned photo of original CNIC from both sides (front and back).
- If you are above 50 years of age, then you will also be required to provide your medical certificate.
- In case of applying for a permanent license, an original permit is required which shouldn’t be more than 6 weeks old.
How Do You Pay for a Driving Learning License When Applying Through DLIMS 2.0?
If you are applying for a learner’s license then you can choose any of the following methods of payment for paying the fee required:
Payment Via ATM
- If you are willing to pay via ATM, then go to your nearest one, insert your card, and verify your PIN code.
- Go to the main menu and choose the option of GoPb from the bill payment.
- The machine will ask you for the 17-digit PSID number. Provide it and press OK.
- The amount against PSID will be displayed on the screen and will automatically be deducted from your account after you press pay.
- Remember that the ATM you go to must be of 1 Link member bank.
Payment Via Inter Bank Fund Transfer
- You can also pay the Learning license bill via mobile banking.
- All you have to do is simply log into your account through mobile Internet banking.
- Once you are logged in, select the payment option (GoPB) from the menu, enter the 17-digit PSID number, and press OK.
- The details will be displayed on the screen and the due amount will be deducted from your account.
Payment Via 1Link Member Bank Branches
- You can simply visit a branch of any bank that is a 1 Link member and provide the print of your PSID.
- The cashier will verify it, fetch the details, and make the payment against it.
